Characterising the hidden population of people with disability in Australia, who are not NDIS participants, using the Multi-Agency Data Integration Project (MADIP)

Of the 2.2 million people in Australia with a disability under 65 years old, only 534,655 are National Disability Insurance Scheme (NDIS) participants. While there is data that describes the characteristics of the NDIS population, there is no single data source to identify people with disability who are not NDIS participants. Through data linkages of the 2018 Survey of Disability, Ageing and Carers, the 2016 Census of Population and Housing, and NDIS participant data in MADIP, this project:

  • Identifies the population of people with disability who are not NDIS participants within SDAC and the Census.
  • Describes the characteristics of people with disability who are not NDIS participants in terms of disability characteristics, support needs, and demographic, geographic and socio-economic characteristics.
  • Examines how their characteristics differ from NDIS participants.
